I unzipped package and then clicked on install. While that didn't get dataloader I tried opening this file as you suggest but that didn't seem to work. Windows asks me which program I want to use to open. I navigated to the Zulu folder and picked that but nothing seems to happen technically not nothing: a blank CMD window appears for a fraction of a second then disappears and then nothing.

I reinstalled everything multiple times, tried 2 different folders, because the default folder was in Program Files x86 where I need to do a lot of stuff 'as administrator' for a lot of things, since it's a work laptop I am truly lost.. Once I uninstalled it, and installed the one below on Data Loader Later go to Dataloader folder where you've extracted all the files and dobule-click on dataloader It worked for me, then you can create the shortcut of this file and add it to desktop.
